Abstract: The healthy development of small and medium-sized enterprises (SMEs) has become part and parcel of China's economic development and an important pillar for social stability. Nonetheless, faced with the innate defects of poor economic results, irregular enterprise management and far-from-smooth business and information channels, coupled with the external constraints of an imperfect capital market, inadequate state policy support and a dirge of financial innovations, the difficulty in borrowing has become a major bottleneck which impedes the development of China's SMEs. To address the financing problem facing China's SMEs, therefore, the enterprises should start with themselves by improving their overall quality and competitiveness; the government also needs to build smooth-running direct and indirect channels for borrowing and lending, and provide policy support for the SMEs through, inter alia, macro-economic regulation and control with a view to building an enabling financing environment for them.
