it is high time that虚拟语气

It is high time that 后面到底跟什么虚拟语气啊?是过去式还是加should?有和It is time that有什么区别?
老师说只能跟过去式,也有的人说既能跟过去式和should但是不能省略should.

确实都可以,should也比较少省略,但也不是不能省略的.
和it is time that只有语气上的差异,意思是一样的.
