be going to加介词短语时要省略to，为什么

楼主应该这样理解：
Where是副词，可以修饰动词，where are you going就相当于 you are going where.
如果是Which place are you going to? 就相当于 you are going to which place.这个时候TO 就不能去掉。
但是go to some place就是表达“去某个地方”，这个to后面如果有名次的话，就必须有，比如： I am going to the bus station.
I am going by train. 如果完整写的话，应该是I am going （to XX）by train. 如：I am going to Beijing by train. I am going by train.这话实际省略了to some place.
