The new governance thus calls attention to the new world of public problem solving that has been ushered in by the proliferation of tools of public action over the past half century or more. Rather than resisting it, like the reinventing government school, however, the new governance calls for the development of a systematic body of knowledge that can help policymakers, public managers, and others engaged in the increasingly collaborative business of public problem solving take advantage of the special opportunities and cope with the special challenges that these new tools entail. In the process it directs our attention to the characteristic features of the different tools and at the often complex networks of interaction on which many of them depend.
