我是这样理解的。
population表示人口，是一个数量，你是不能说一个数量比另一地方的数量多或者少的。你只能说一个地方的数量比另一个地方的数量大或者小。举例来说就是，你只能说5这个数比3这个数大；你不能说5这个数比3这个数多。
而如果是人，比如people，比较的时候因为是具体的事物，所以你可以用多或者少，即more/less。
整理成例句就是：The population of Chengdu is smaller than that of Shanghai.
People in Chengdu is more than (people) in Shanghai.
