Jack was the quickest guy ever in the NFL. He wasn't the fastest in the NFL. That pretty much says it all. Fast guys are fast out in the open field once they get to top speed. Some players time really slow in the 40 but when they are on the field people have trouble keeping up with them. Devin Hester ran a pretty mediocre 4.51 40 time yet he is really difficult to catch on the field. He is quick but isn't particularly fast.
Quickness is about acceleration, agility and making good cuts. You can't measure that by a 40 time.
