2、虚拟语气题。urge有“要求”的意思，凡是有“建议、命令、允诺、要求”之意的动词后面接的从句都要虚拟。那么，这个虚拟的形式就是： should+动词原形，should可以省略，这里可以是should be kept，那么should既然可以省略，所以就剩be kept了。故选B。
