The Public Policy Issue Project will consist of the following sections:
Introduction:
1. Identify the Public Policy Issue. Describe the problem. Identify the level and form of the government action (Use Work Chart 1b).
2. Historical significance of this Public Policy Issue. When did it start and why did it start becoming an issue? (Use Work Chart #2)
3. Identify the “Key Players.” Make certain that you include all major players. Your project must include at least 2 players for and 2 players against the policy. These may be individuals, groups, institutions or organizations. Each will have a position with regard to the issue. There may be different players at different levels (i.e. local, state, and national). Are their interests private or public? (Work Chart 3a) Make sure that you keep this in balance by objectively presenting all sides of the story. Do not take sides. Why do the players have their opinion? (A farmer is going to be against a corn tax because he/she will lose money and senators want a corn tax because it gives them more money to spend.) Describe several arguments for the Public Policy Issue and several arguments against the Public Policy Issue. (Work Chart 3b) Explain the positives and negatives behind each argument. Identify at least one cultural identity of each player. Explain what factors affect each player’s perspective on the Public Policy Issue. (Roman Catholics are against abortion so one reason you may be against abortion is that it is against your religion.) (Work Chart 3c)
4. Present the economic impact of this Public Policy Issue. Identify at least one long and one short term economic impact involved in the issue. What are the costs? Who pays for the costs? Who receives the payments? Who receives the benefits? (Short term: the tolls go up from Batavia to LeRoy. Long term: alternative routes other than the thruway.) (Work Chart 4)
5. Identify or list and discuss several alternatives or compromise solutions to this Public Policy Issue. What are the possible options? What are the advantages and disadvantages of each? Consider cost, problems implementing, legal restrictions, civil rights, etc. (Work Chart 5)
Conclusion:
6. Identify what YOU feel is the best solution or alternative to this problem.
Explain your choice stating why you feel this is the best choice. Why is your choice a better choice than the others are?
