The government is to ban payments to witnesses by newspapers seeking to buy up people involved in prominent cases such as the trial of Rosemary West.

The meeting is to take place tomorrow.
You are to be punished for your mistake.
Their job is to sweep the campus.
2. make a payment to sb
3. payments to witnesses by news papers相当于payments to witnesses (which are )made by news papers, 意思是:由报社付款给目击证人。类似用法:the book (written) by Lu Xun 鲁迅写的书,the music (played) by the girl这位姑娘演奏的曲子。
4. seeking (试图,设法,力图)to buy up (收买,买进,买下)people是现在分词短语作定语,修饰newspapers。
5. involved in ...(卷入,参与)是过去分词短语作定语,修饰前面的名词people,相当于定语从句who are involved in ...。

3. seeking to修饰witnesses,不是修饰government。

apart from the fact( that twenty-seven acts of Parliament govern the terms of advertising),no regular advertiser dare promote a product (that fails to live up to the promise of his advertisements).
