为了满足设计要求，在现状灌区渠系的基础上接通立新导托渠，对北干渠渠道和立新导托渠进行清淤、加固、防渗，进行衬护处理，配套完善渠系建筑物。经过设计、计算得出的总干渠、北干渠桩号0+000～7+700和立新导托渠按四级按4级建筑物设计，其余干渠按5级建筑物设计。所有临时建筑物的级别均为5级。骨干灌排建筑物、灌溉渠道设计防洪标准采用10年一遇。
