Succinctly, if you have multiple computers in an office (more than three) and you don't have a network, you're going to end up losing a fair bit of money.
How many printers do you have at the moment? You could simply network the computers and share them.
Do you use the internet? How do the people without internet access on their computers work as effectively as those who do? It's certainly not cost-effective to get a separate internet connection for every employee.
I have recently spent quite a lot of time trying to get a 5-user office networked. Without a network, the users were spending an incredible amount of time ferrying documents to and from the computer with a printer, and the CEO of the business spent 90% of her time answering email, because the other users didn't have internet. Since they have been networked, with a server, the productivity has spiked. They have one printer for five people; they can log into any computer in the office and it will behave in generally the same manner--desktop wallpaper, files, et cetera are all centralized.
With proper security and backup protocols in place, a network's benefits far, far outweigh the disadvantages.
If you are not convinced of this, it is probably a very good idea to have a reasonably reputable (i.e. sueable in case something goes wrong) firm come in and set up your systems for you.
Response times are directly dependent on the hardware you are running. If you run a server on old hardware, then yes, you will have poor response times. However, I administered a lab where 25 computers accessed a 10 year old server, which was used for hosting a domain for a desktop publishing course. Not the most complex job for a server, but fairly taxing for one that old. Still, even at peak usage periods (login) the server was fairly prompt. There was no lost time as a result.
Single points of failure is, of course, an issue with a server system. Hence the reason that server hardware is significantly more expensive than desktop hardware. However, with a properly implemented backup system, you won't lose data and will lose only a very small amount of time in case of server failure. You are far more likely to lose a client computer than a server computer, if it is set up correctly.
Complexity is insignificant--if you are not sure what to do, you will simply need to outsource your IT, or take several courses to brush up on your skills. Outsourcing is recommended.
Costs are, however, significant. That being said, it's an initial investment that will significantly improve your business communications and productivity. Generally, the more you spend on hardware, the better it gets--up to a point, which is when you start purchasing hardware that is overpowered for your system.
Staff training ought to be negligible--the network should be all but invisible to them.
LAN security issues are, of course, a major issue. It is worthy of thousands of articles and books, so I cannot really discuss it here. Again, it is a combination of proper training and implementing it properly. Remember, if your data is going to be compromised, it will be compromised. Computers are only as secure as humans can make them, and if a human designed it, a human can break it.
