这句话中what在宾语从句中充当的成分

Well before a championship, sports scientists and coaches start to prepare the athlete by developing a 'competition model', based on what they expect will be the winning times.
后面based on是做状语的，based on sth，所以这个what引导宾语从句，到这位置我都能理解，但是except和will be是两个谓语，是这个宾语从句中又套了个主语从句？如果理解成based on sth +will be也不对啊因为based on只是个状语，主句是"科学家和教练开始prepare..."
很疑惑，希望有大神解答，感激不尽~

请问我的句子：based on 后面加了一个宾语从句，这个从句里：they expect 是主语，will be the winning times 是宾语从句，what做宾从的主语，这是一个含有宾语从句的宾语从句 ？ 那两个从句不是需要两个连接词？怎么只有一个what？what引导宾语从句我只见过i don't know what is the best answer. what做宾从的主语。
